Bio

Dr. Omur Akbayir has experience in rail systems for 20 years. He has served as an Asst. Prof. at the Eskisehir Technical University since 2015. His teaching, consulting and research activities include basics of rolling stock, basics of brake technology, train dynamics, certification of railway vehicles and energy. He is also a member of national railway vehicle test center project tender documents. He is the author of more than 20 publications and is the author of several books. He is founder member of Eskisehir Technical University’s master program in Rail System Engineering. Prior to joining University, he served as a rolling stock expert at Turkish Railway Safety Authority (NSA) called Directorate General of Railway Regulation (DDGM) for one year. He implemented following regulations for liberalization of Turkish railways: railway vehicle authorization / registration / admission based on OTIF and ERA regulations, ECM (Entity in Charge of Maintenance) regulations, NoBo (Notified Body) regulations. He was in charge of authorization / registration / admission of railway vehicles. He established sNVR (National Vehicle Registers) based on OTIF and ERA regulations. He was competent person for VKM (Vehicle Keeper Marking). He prepared a book / manual for ECM based on OTIF and ERA regulations and translated to Turkish of TSIs (Technical Specifications of Interoperability). He audits, inspect and assess on maintenance system of TCDD workshops and depots. He was educated at Railway High School. After graduation, he joined the Turkish State Railway (TCDD) in 1999. He has held several positions at TCDD. During his time in the TCDD, his assignments include various posts in Eskisehir and Ankara as a Technician and Engineer. As an engineer between July 2006 and March 2014, he implemented followings at Traction / Rolling Stock / Vehicle Maintenance Department of TCDD: supervises and coordinates all maintenance functions, responsible for the management of the maintenance documentation, updating/improving the maintenance file, records on maintenance performed, implementation of the ECM certification, authorization / registration / admission of railway vehicle, railway vehicle tests, verifying compliance of wagon manufacturing wıth applicable TSIs, UIC leaflet, EN standards and TCDD specifications, improving maintenance management system of TCDD workshops and depots, invoice for maintenance of foreign wagons, checking and payment of maintenance invoices for TCDD wagons abroad. As an engineer between July 2004 and July 2006, he implemented followings at Eskisehir Workshop of TCDD: supervises and coordinates the maintenance delivery, control of all maintenance activities like corrective, preventive maintenance and overhaul of wagons, deliver the required technical maintenance of a freight wagon or parts of it, managing of worker and maintenance personnel. As an technician between July 1999 - July 2004, he implemented followings at Eskisehir Workshop of TCDD: technical inspections (visual check, measurement, operate) of wagons, freight wagon’s removal for maintenance from operation. He received Bachelor’s degree in Mechanical Engineering from Eskisehir Osmangazi University, Ph.D from Gazi University.
